哈尔滨市冰雪体育产业发展政策的思考

由于体育产业在哈尔滨市还是新兴产业，有关体育产业政策的研究较少，少数这方面的研究因各自的研究目的不同，在调研的角度和方法上各有侧重，从而缺乏系统性。采用比较研究、逻辑分析和数理统计等研究方法，系统地对哈尔滨市体育产业政策与产业的发展现状进行了深入分析，指出现阶段哈尔滨市体育产业发展中存在着决策部门认识不充分、职能部门行政体制改革不到位、政府对公共体育事业投入不足、监管滞后等问题；针对存在的问题和哈尔滨市体育产业发展目标，在借鉴国外及我国发达地区成功发展体育产业政策的基础上，提出今后哈尔滨市在发展体育产业方面应从宏观政策引导方面提高认识、深化体育管理体制改革、逐步加大政府对公共体育产业的投入、强化行业监管力度的政策建议，旨在为哈尔滨市体育产业发展政策研究提供进一步的理论支持和依据。

My Thoughts on the Development Policy of Ice-Snow Sports Industry in Harbin City

As the rising sports industry is still new in Harbin city,the research on the sports industry policy is less and the research purpose are different,the viewspoint and methods of investigation are various and not systemic,so the article has an in-depth systemic analysis of the policy and development of sports industry in Harbin city with the methods of comparation,logical analysis and mathematical statistics.It indicates that at the present time there are following problems of sports industry development in Harbin city: the cognition from decision-making department is deficient,the administrative system reform of function department is slow,the government devotion and management of public physical education is less.Aiming at these existing problems and development target,basing on the successful policy of developing the sports industry in inland developed regions and overseas,it gives some suggestions as theoretic reference for further research of sports industry in Harbin city: heighten the cognition of macro-control policy,deepen the reform of sports management system,increase the government devotion of public sports industry,and strengthen the industry management.
