| 摘 要： | 分析服务型政府视角下体育管理体制的基本特征,结合当前体育管理体制改革实践,提出针对性的改革建议。研究认为,服务型政府目标下体育管理体制改革应当以"以人为本"作为体育事业发展的基本指导思想,通过体制的改革和运行机制的转化,建立一个精简、高效的组织机构,切实转变政府和职能,构建完善的体育行政管理体制和良性运行的运行机制,确保政府体育服务职能的发挥,提供充分的体育公共服务,满足多元公共体育需求。

| Abstract: | It analyzed the essential features of sports management system reform from service-oriented government.Combined with the practice of sports management system reform,this paper puts forward some correspondent suggestions.It argues that China’s sports management system reform under the goal of service-oriented government should take ’people-oriented’ as the basic guiding thought of sports development.Through the system reform and transformation of operation mechanism,we establish a concise and effective organization,transfer the government functions,construct a perfect sports administration system and virtuous operation mechanism,ensure the play of government sports service function,and provide sufficient sports public services to meet people’s public sports needs. |
