实施农民体育健身工程应以学校为基地乡镇为中心

农村体育是我国体育的重点也是难点。实施农民体育健身工程应以农村学校为基地，乡镇为中心，党政机关、企事业单位为固定的基层体育团体，在校学生、回乡知识青年、复员军人、外出打工返乡青年和党政机关企事业单位职工为主体，群众集资捐资为主要经费来源，农闲和民族民间传统节日为活动时间，球类、武术、龙舟等群众喜闻乐见能广泛参与的项目为重点，充分发挥体育教师和其他有体育特长人员的作用。各级政府要加强对农村体育的领导和对乡镇体育中心建设的投入，体育行政部门的工作重心应逐步由“金牌战略”转为“农村战略”。乡镇政府要起领导、协调作用，将其纳入当地经济和社会发展整体规划。
