台湾家庭责任医师制度的经验与启示

台湾地区在全面实行全民健保制度的背景下，建立了台湾地区家庭医师制度，并以社区医疗群的组织形式体现，达到了基层首诊、分级诊疗、双向转诊的目的，实现了医疗资源的有效配置，值得大陆地区借鉴。本文介绍了台湾地区医疗卫生体制和基层医疗卫生服务体系发展历程、构成及运作模式，并从医师培养、健保支持、信息服务、经济收入等方面对其经验进行了归纳总结。

The experience and enlightenment of the responsibility system of family doctors in Taiwan

Under the background of full implementation of the universal health insurance system, Taiwan has established the family doctor system which reflects the organization form of the community medical group. The system has attained the target of the ifrst diagnosis in the community clinic, hierarchical diagnosis and treatment, and two-way referral so as to realize the efifcient allocation of medical resources, which is worthy of study for the mainland China. This paper introduces the medical and health system in Taiwan and development course of the basic medical and health service system, structure, and operation mode and summarizes the experience in physician training, health care support, information service, economic income and others.
