| Abstract: | The paper analyzes the problems emerging in the process of novelty assessment from both entrusting party and novelty assessment institutes, founds the factors and proposes countermeasures for promoting the novelty assessment quality, including positive publicity, promoting literature resource construction, improving the quality of novelty assessment staffs, etc. |
