摘    要:为加强公共卫生综合监测点的信息报告,提高对各类公共卫生数据的分析和利用水平,设计开发了基于GIS的公共卫生管理与分析决策系统。系统采用C/S和B/S混合体系结构,采用SQL Server 数据库,利用ArcGIS Engine和ArcSDE作为空间数据开发和分析的主要组件。系统不但可提供公共卫生信息监测报告、预测预警,应急物资和人员的调度和动态管理,预案和处置程序调用,各类疾病的个案查询、统计分析、制图和地图展示,同时还可借助GIS空间查询和分析功能,从地理流行病学的角度来查明病因,探明规律,研判趋势,辅助决策,是疾病预防控制工作和突发公共卫生事件应急处置强有力的决策助手。

Abstract:To strengthen the reports about the comprehensive public health surveillance and improve the analysis and applying all kinds of the public health data, we designed and developed a public health management and decision-making system, which is based on the Geographic Information System (GIS). This system involved C/S and B/S hybrid architecture, SQL Server database, and used ArcGIS Engine and ArcSDE as the main component of development and analysis in the spatial data. This system not only provides public health information monitoring report, forecasting and early warning, scheduling and dynamic emergency management of supplies and personnel, plans and procedures, the cases inquiry of various diseases, statistical analysis, cartography and displaying the map, but also using GIS spatial query and analysis functions to identify the cause, proven the law, analyzing trends, decision support, from the perspective of geographical epidemiology. It is a useful assistant for the disease prevention and control, and a powerful decision-making for public health emergency and emergency.
