上海市黄浦区区域卫生信息数据质量控制和管理研究

2011年初，上海市启动了作为本市医改基础性工作之一的“健康信息网工程”。黄浦区作为全市首批进入试点的区县，完成了配套工作，建立了区域卫生信息平台，汇集了全区医疗机构的卫生信息数据。在为居民提供一系列便民服务中，如何控制和管理好作为市民电子健康档案生命线的医疗卫生数据质量，成了目前“健康信息网”工程建设过程中不可回避的问题。黄浦区卫生信息中心（以下简称信息中心）在卫生信息数据质量控制方面，采用多平台监控及数据质量专管的方式，从对区域卫生信息数据的监管（问题发现）、问题分析、问题解决、问题追溯四个方面，逐步完善区域卫生信息数据质量的相关内容。

Study of Regional Health Information Data Quality Control and Management in Huangpu District of Shanghai City

At the beginning of 2011, Shanghai city launched as a ＂health information network project＂ is one of the basic work of the city ＇s medical reform. Through two years of the medical information system construction and data collection work, has established electronic health record for most of the residents of the city. Huangpu District as the city＇s first batch of pilot counties in Shanghai City, in the unified deployment and coordination, complete supporting work, established a regional health information platform, a collection of health information data in medical institutions. In late June 2012, Shanghai city health information network engineering command reported through the media, let the residents know that is currently under construction in Shanghai ＂ health information network ＂will provide online visits, inspection, test results and other records of service for the residents. In a series of convenience services for residents, how to control and manage the health data residents electronic health records lifeline quality, became the＂health information network＂project construction cannot evade a question. This paper studies and describes the Huangpu District Health Information Center （ hereinafter referred to as the information center ） in health information data quality control, the quality monitoring and data management platform, from the regional health information data supervision （ problems ）, problem analysis, problem solving, problem into four aspects, related content gradually improve the quality of the regional health information data.
