城市公立医院集团化管理模式建设路径研究

目的:了解城市公立医院集团化管理的一般建设路径。方法:采用调查问卷、关键知情人访谈、文献分析开展研究。结果:集团化管理多采用运营控制模式,其建设路径主要包括提升核心院区管理能力、设立分院区"大部制式"行政管理机构、整合核心业务、扩展学科平台以及建设互联互通的集团化信息系统。目前医院集团化发展存在外部法律法规与政策体系不完善、内部集团化管理能力不高的问题。结论:城市公立医院集团化管理模式主要为运营控制型,但应根据因地制宜、动态调整的原则不断完善医院集团化管理模式。

A research on the construction path of group management mode for urban public hospital

Objective:To understand the general construction path of collective management of urban public hospitals.Methods:Use questionnaires,interviews with key insiders,and literature analysis to conduct research.Results:Collective management mostly adopts operation control mode,and its construction path mainly includes improving the management ability of core campuses,setting up"major department-based"administrative institutions in branch areas,integrating core business,expanding subject platforms,and building interconnected groups Information system.At present,the development of hospital grouping has the problems of imperfect external laws,regulations and policy systems,and insufficient internal grouping management capabilities.Conclusion:The group management mode of urban public hospitals is mainly operation control type,but the group management mode of hospitals should be continuously improved according to the principles of local conditions and dynamic adjustment.
