基于公平视域的新型农村合作医疗制度建设研究

追求公平是新农合制度建设的基本动力和价值取向。虽然新农合对提高整个社会医疗卫生服务的利用率和公平性、扭转因制度空缺导致的农村居民“看病难、看病贵”、“因病致贫、因病返贫”等问题发挥了重要作用，但以更广阔的视域审视其公平性，还有诸多缺失和不足。在外在公平性方面，与发达国家及一些发展中国家相近发展阶段的农村人口社会医疗保障水平差距巨大，也与当前国内城镇居民医疗保障水平有较大差距。在内在公平性方面，存在诸如农村流动人口获得医保的公平性、缴费的公平性和补偿方案的公平性等问题。
