2011—2020年四川省疾病预防控制机构人力资源动态分析

目的 了解四川省2011—2020年各级疾病预防控制中心人力资源变化情况，为合理规划四川省各级疾病预防控制中心人力资源提供依据。方法 利用四川省疾病预防控制基本信息系统对四川省2011—2020年各级疾病预防控制中心人力资源总量、年龄、学历、职称和专业技术人员构成等进行分析。结果 2020年四川省各级疾病预防控制中心人员总量达到10年来的最高值，全省每万人口疾控人员数由1.24人上升到1.69人，省、市、县三级疾控中心专业技术人员占比分别达到84.20%、81.60%、84.47%，55岁以上年龄段人数分别上升了237.50%、115.29%、38.88%，研究生学历人数分别上升了167.47%、105.88%、301.85%。结论 各级疾病预防控制中心人员学历水平和职称结构明显改善，专业技术人员占比稳步增长，但存在疾控人员总数相对不足、省级疾控中心年龄结构老化、县级疾控中心高学历人才不足、职称结构不合理等问题。

Dynamic analysis of human resources of centers for disease control and prevention at all levels in Sichuan Province from 2011 to 2020

Objective To understand the changes of human resources of centers for disease control and prevention (CDCs) at all levels in Sichuan Province from 2011 to 2020, and to provide a basis for rational planning of human resources of disease prevention and control centers at all levels in Sichuan Province. Methods Based on basic information system of disease prevention and control in Sichuan Province, the total number of human resources, age, education, job title and composition of professional and technical personnel CDCs at all levels from 2011 to 2020 were analyzed. Results In 2020, the total number of personnel in CDCs at all levels in Sichuan Province reached the highest in 10 years. The number of disease control personnel per 10 000 population in the province increased from 1.24 to 1.69. The proportion of professional and technical personnel in CDCs at provincial, municipal, and county levels reached 84.20%, 81.60%, and 84.47%, respectively. The number of people aged 55 years or older increased by 237.50%, 115.29%, and 38.88%, and the number of postgraduate degrees rose by 167.47%, 105.88%, and 301.85%, respectively. Conclusion The personnel education level and title structure of CDCs at all levels have improved significantly, and the proportion of professional and technical personnel have increased steadily. However, there are problems such as relative shortage of total CDC personnel, aging age structure of provincial CDCs, insufficient talents with high education and unreasonable title structure of county-level CDCs.
