医院职称评聘实行“双轨制”现状研究

摘    要:本文在广泛深入调研的基础上,发现现行的“评聘分离”与“评聘合一”双轨制,已经影响了医院内部和谐和安定团结,阻碍了医务人员积极性的发挥,干扰了医院正常工作的开展。文章回顾了职称评聘现状、医院不得已而采取缓解矛盾的措施和卫生专业技术人员对职称评聘的看法,分析了问题背后的原因,提出要积极创造条件,加快从“评聘分离”与“评聘合一”双轨制向“专业技术岗位聘任制度”的单轨制转变。

Abstract:By extensive investigations, it was found that the systems of "separated evaluation and recruitment" and "combined evaluation and recruitment" have affected the alignment and unity among the hospital staff, meanwhile weakened the morale of the staff, thus impeded the hospitals'daily operations. After reviewing the status of profes- sional title evaluation and recruitment, the reluctant method taken by hospitals and the perspective of the staff to the system, the causes of this phenomena were analyzed, and then the measure to change the present system to a new system as "professional technical position recruitment system" was discussed.
