分级诊疗制度试点效果评价指标体系构建

目的以“结构—过程—结果”质量评价模式为参考模型,构建科学的分级诊疗制度试点效果评价指标体系,应用于分级诊疗制度试点情况的实时监测与评价。方法采用文献资料法、德尔菲法、层次分析法、数理统计法构建分级诊疗制度试点效果评价指标体系。结果建立分级诊疗制度试点效果评价指标体系,其中一级评价指标1项,二级评价指标3项,三级评价指标11项,四级评价指标33项。结论经过专家咨询、修改并最终确定的分级诊疗制度试点效果评价指标体系,具有常规性、科学性与适应性的特点。

Construction of Pilot Evaluation Index System for the Effects of Hierarchical Medical Treatment

Objective:Based on the“Structure-Process-Outcome”quality evaluation model,a scientific evaluation index system was constructed for the real-time monitoring and evaluation of the pilot effect of hierarchical medical treatment system.Method:The literature method,Delphi method,analytic hierarchy process and mathematical statistics were used to construct the evaluation index system.Result:The system includes 1 first-level evaluation index,3 second-level evaluation indexes,11 third-level evaluation indexes and 33 fourth-level evaluation indexes.Conclusion:After expert consultation,modification and final determination of the hierarchical medical system,the pilot effect evaluation index system bears the routine,scientific and adaptive characteristics.
