基于扎根理论的社区应用型精神卫生项目评价框架初探

目的:构建社区应用型精神卫生项目评价框架,为项目管理和评价提供依据,引导项目向好发展,促进社区精神卫生工作。方法:2019年7月采用目的抽样和理论抽样方法,对北京市朝阳区和海淀区41名精神卫生领域利益相关者,就社区精神卫生项目应具备的价值开展半结构式访谈,并运用扎根理论深入归纳、分析。结果:梳理自由节点1467个、树状节点141个、范畴34个和主范畴(核心范畴)7个,形成管理者资助项目的价值倾向:注重项目与实际资源和需求联系,提高基层能力和对患者影响,以此提炼适宜技术,促进实际应用并推广,推动精神卫生工作。结论:社区精神卫生项目应在结合实际情况的基础上,满足需求,进而反映项目效果,达成预期目标。该框架具有社区视角和精神卫生特殊性,是指导项目管理者评价社区精神卫生项目整体价值、决定资助与否的理论框架,也是引导项目走向的价值准则。

The Study of Evaluation Framework for Community Applied Mental Health Project Based on Grounded Theory

OBJECTIVE Establish the evaluation framework of community applied mental health project,so as to provide the basis for project management and evaluation,guide the projects to develop well,and promote the community mental health work.METHODS In July 2019,41 stakeholders in the field of mental health in Chaoyang District and Haidian District of Beijing were interviewed by objective sampling and theoretical sampling,and the value of community mental health projects was summarized and analyzed by grounded theory.RESULTS A total of 1 467 free nodes,141 tree nodes,34 categories and 7 main categories(core categories) were sorted out,which formed the value tendency of manager funding projects:pay attention to the relationship between projects and resources,promote the projects combined with needs,and improve the ability of the primary level and the impact on residents and patients.On this basis,appropriate technology should be refined to promote practical application and promotion,and promote the development of mental health work.CONCLUSION Community mental health projects should be based on the actual resources,meet the needs,and then reflect the effect of the projects to achieve the desired goals.The framework has the community perspective and the particularity of mental health.It was a theoretical framework to guide project managers to evaluate the overall value of community mental health projects and decide whether the projects were funded or not.It was also a value criterion to guide the direction of the projects.
