国外管道失效数据库建设对我国管道风险管理的启示

介绍了加拿大、美国、欧洲、英国、澳大利亚等国家的管道失效数据库建设情况,分析了我国目前管道风险管理的现状及存在的问题,即过度依赖Kent风险评分法、管道基础数据的整理工作不系统、未建立较完备的管道失效或事故数据库等。提出我国应积极立法,建立完善管道完整性管理体系,并加快建设管道失效数据库,亟需建立包含基本信息、失效数据、腐蚀检测数据等内容的管道失效数据库,并在此基础上建立管道失效概率模型,进而得到管道事故的发生概率。

Revelation to China Pipeline Risk Management of the Overseas Pipeline Failure Database

In this article, it introduced the construction status of pipeline failure database for Canada, America, Europe, UK and Australia, also analyzed the current status and existed problems of China pipeline risk management, such as depending on Kent risk score excessively, the arrangement work for pipeline basic data are not systematic, the completed database of pipeline failure or accident is not built and so on. It proposed that China should legislate actively, establish complete pipeline management system and accelerate construction of pipeline failure database, it also suggest to establish pipeline failure probability model based on the above base, and then obtain the happening probability of pipeline accident.
