石油资源型城市持续发展之路——以克拉玛依为例

以传统石油产业为主导的石油资源型城市,通过技术创新,应用现代高新技术对传统产业不断进行改造,发展基于石油资源的高新技术产业,是实现社会经济可持续发展的重要途径之一。文章以新疆克拉玛依市为例,以石油资源形成的产业链条为逻辑起点,分析了石油资源型城市如何持续发展的问题,从石油工业产业链的延伸、拓展、强大化与精细化,产业链的低碳节能、绿色环保等几个方面论述了石油资源型城市发展高新技术产业的可能之路,并指出了应该建立相应的支撑保障体系。

Oil-dependent Cities Take the Road of Sustainable Development——A Case Study of Karamay

The oil-dependent cities dominated by conventional oil industry applied high and new technology to transform conventional industry and developed high-tech industry based on oil resources, on the basis of technology innovation. This is one of the important means to achieve sustainable social and economic development. Taking Karamay City of Xinjiang Uygur Autonomous Region as an example, this paper began from the industrial chain of oil resources logically, analyzed the issue that how oil-dependent cities achieved sustainable development, discussed the possibility of such cities to develop high-tech oil industry in terms of extension, expansion, powerfulness and delicacy, low carbon and energy conservation, and environmental protection, and pointed out the necessity of establishing corresponding support systems.
