天然气定价探讨

2005年底，国家发改委出台了理顺天然气与可替代能源的价格关系，建立天然气与可替代能源价格挂钩和动态调整机制的改革目标。文章以热值比较法分别对天然气与石油、LPG、电力和煤炭进行了价格比较。并就这几种能源对天然气价格的影响程度赋予了相应权重，进而测算了与其挂钩的天然气的理论价格及趋势。认为我国应积极推进天然气定价的市场化进程，逐步提高天然气价格水平，缩小其实际价格与理论价格之间的差距，建立并完善天然气与替代能源价格联动的机制。

Discussion on Natural Gas Pricing

At the end of 2005,a reform target of strengthening out the relationships between the natural gas price and alternative energies' prices to establish price linking mechanism with dynamic adjustment was bought up by NDRC.The pricing method we put forward is basing on price comparisons which are made between natural gas and oil,LPG,coal and electricity according to heating values comparative method and different energies' weights according to their affection degrees for natural gas respectively.Theoretical gas price and its development trend are calculated accordingly.Aiming at the target drawn by NDRC,government should actively push gas pricing marketizaiton forward,increase gas price gradually,narrow the gap between actual price and theoretical price,establish and improve linking price mechanism between natural gas and alternative energies.
