利用国外石油资源的经济安全分析

我国利用国外石油资源存在的经济风险主要在于:进口国过于集中于中东,战争和局势动荡时常威胁着进口石油的正常供应;政治不平等因素,使我国在获取国际石油资源的过程中常常受到国际上的政治阻挠;我国与主要的石油生产国相距遥远,尤其必径马六甲海峡,对进口石油运输形成威胁;高企的国际油价牵制着中国经济的可持续发展。对此,我们必须采取相应对策:正视这些风险因素及其对我国经济发展的影响;有效地改善能源产业结构;调整石油在能源消费中的比例;扩大境外勘查,完善资源企业出境的管理机制,给企业营造良好的国际投资氛围;积极鼓励本国企业境外合作、收购。

Analysis on Economic Security of Using Foreign Oil Resource

There are economic risks in using foreign oil resource. Firstly, importers are concentrated in the Middle East too much, wars and unstable situation often threat routine oil supply. Secondly, because of some factors such as political inequality, China always meets obstruction during obtaining international oil resources. Thirdly, because of far distance from main oil producers, and Strait of Malacca is the only way to shipping oil which becomes a problem for oil imports. Meanwhile, high oil price affects Chinese economic sustainable development. Relative countermeasures includes effectively improving energetic industrial structure, adjusting oil ratio in energy consumption, strengthening overseas exploration, improving exportation management mechanism for energy enterprises, encouraging domestic enterprises' activities of overseas cooperation and acquisition.
