中国天然气产业链协调发展的基础、前景与策略

天然气产业链的协调发展对优化我国能源消费结构、促进国民经济科学发展具有重要意义。为此，对我国天然气资源、管网、天然气市场与消费结构等现状进行了研究，认为天然气价格形成机制虽然尚待完善，但天然气产业链具备协调快速发展的基础；从天然气供应、管网建设、市场等角度，论证了我国天然气产业链具有协调发展的广阔前景。提出了6条具有可操作性与政策前瞻性的保持协调发展的策略：①促进天然气产业上中下游协调发展，制订国家层面的天然气工业发展规划，培育以城市燃气、天然气汽车、工业用气为主导的天然气市场体系；②构建全方位的天然气供应安全保障体系；③地方政府大力支持天然气行业，促进区域经济发展；④抓住当前调价的良好时机，尽快建立天然气产业链各环节合理化的价格机制；⑤促进天然气消费，促使能源各子行业协调发展；⑥建立健全法规与政策体系，促进天然气产业与产业政策的协调发展。

Foundation, prospect and strategy of coordinated development of natural gas industrial chain in China

The coordinated development of natural gas industrial chain plays an important role in optimizing China's energy consumption structure and quickening China's economic growth. Through analysis on natural gas resource, pipeline network, market and consumption structure, this paper concludes that although the price formation mechanism of natural gas needs to be completed in China, natural gas industrial chain has its robust foundation to progress on coordinately. From the perspective of natural gas supply, pipeline construction and market, this paper demonstrates that there is high potential for natural gas industry and puts forward some prospective and practical tactics as follows: a. to promote the coordinated development of upstream, mid stream, and downstream of the natural gas industrial chain and map out national policies on natural gas industry; b. to encourage the users in urban gas, gas fueled vehicles, and industrial gases; c. to build up a full range of natural gas supply security system; d. to allow the local governments to develop regional economy by supporting natural gas industry; f. to complete the price formation mechanism of natural gas by adjusting the prices at each link from upstream to downstream; e. to stimulate the consumption of natural gas so as to promote sub energy industries; e. to establish and perfect sound laws and regulations to achieve coordination between natural gas industry and national industrial polices.
