中国煤系天然气共探合采的战略选择与发展对策

我国煤系气资源潜力巨大,开发利用前景广阔,加快煤系气共探合采的进程对于保障国家能源安全具有重要的战略意义。为此,通过对煤系气资源特点、我国煤系气资源潜力和试采成果、相关管理制度及产业政策的剖析,探讨了我国煤系天然气共探合采作为重要战略选择的依据,梳理了制约其发展的关键问题并提出了相应的对策建议。研究结果表明:①我国具有显著的煤系天然气资源优势,但因综合认识和实践经验不足,共探合采探索起步较晚;②近年来煤系天然气共探合采获得快速发展,但也暴露出理论技术不成熟、管理制度不健全和产业政策不完善等问题,以此为导向摸索共探合采的发展对策十分关键。结论认为:发展煤系气共探合采是促进我国天然气产业可持续发展的重要战略选择,需要从以下方面统筹协调:①以专业技术团队和专项综合试验区引领理论技术不断提高;②基于资源特点,统筹煤系天然气的综合管理,扫清制度障碍;③优化配套产业政策和激励手段,多措并举推动煤系天然气共探合采进程。

Strategic choice and development countermeasures for the commingled exploration and exploitation of coal measure natural gas in China

Coal measure gas resource potential in China is huge and its development and utilization prospects are promising. Therefore, speeding up the commingled exploration and exploitation process of coal measure gas is of great strategic significance to ensure national energy security. In this paper, the characteristics of coal measure gas resources, the resource potential and test results of coal measure gas in China and the relevant management system and industrial policies are analyzed. Then, the basis of the commingled exploration and exploitation of coal measure natural gas as an important strategic choice is discussed. Finally, the key factors restricting its development are researched and the corresponding countermeasures and suggestions are put forward. And the following research results were obtained. First, China has a significant resource advantage of coal measure natural gas, but commingled exploration and exploitation started late due to insufficient comprehensive cognitions and practical experiences. Second, in recent years, the commingled exploration and exploitation of coal measure natural gas has been developed rapidly, but a series of problems are exposed, including immature theory and technology, incomplete management system and imperfect industrial policy. And it is quite crucial to explore the development countermeasure of commingled exploitation and exploitation targeting these problems. In conclusion, developing the commingled exploration and exploitation of coal measure gas is an important strategic choice to promote the sustainable development of natural gas industry in China and it shall be coordinated from the following three aspects. First, make use of the professional technical teams and special comprehensive test areas to promote the continuous improvement of theories and technologies. Second, based on the characteristics of resources, coordinate the comprehensive management of coal measure natural gas to clear up institutional obstacles. Third, optimize the supporting industrial policies and incentive measures and take multiple measures simultaneously to promote the commingled exploration and exploitation process of coal measure natural gas.
