杭州与新加坡的城市社区组织模式比较

我国经济体制的改革对城市社区建设提出了新的要求,因而社区的组织发展与管理已经成为具有挑战性的课题。本文试图对杭州市和新加坡的社区组织管理模式进行比较,着重就城市社区的地域划分、规模组织、职能以及经费来源和服务设施设置等几个方面比较。

Organizing Urban Communities: A comtarative study between Hangzhou and Singapore

China' s economy reform and institutional change have generated great demand for community services in cities. As a result, the organization, development and management of urban communities have become a challenge to academics and professionals. This paper seeks to explore the territorial organization, size, structure and function of urban communities, as well as financial resources and service facility provision by comparing Hangzhou with Singapore. Data were collected from primary and secondary sources, including field reconnaissance surveys, policy documents and published materials. The analyses reveal that Hangzhou and Singapore present very different models in community organization and development, though there are similarities in the size of residents' committees, in the function of bridging the government with the people, and in support received from the governments. Urban community development is a comprehensive process engaging the efforts from various sectors and agencies. Successful organization of urban communities can only be accomplished with careful considerations of the social, economic and political contexts of the locality.
