摘    要:汽车工业的发展和城市经济的增长,刺激着小汽车进入家庭高潮的提前到来."鼓励拥有、限制使用"的机动化发展策略成为各大城市争议的热点,但具体政策和措施的出台缺乏科学依据.文章立足于小汽车出行者个体行为特征,通过调查,发现多数家庭购车是在经济条件允许的情况下以提高出行质量为目的,而公交的服务水平充足与否对小汽车的购买和使用影响甚微.小汽车进入家庭时间一旦超过两年自身属性将由奢侈品转变为生活必需品,使用水平将居高不下,单纯依靠公交自身的改善很难提高吸引力,因此限制和引导小汽车的合理使用是十分必要和迫切的.

Abstract:Traffic congestion in big city of China has increased significantly because of the use and own of private cars. The paper is based on a survey of 326 private car owners in Nanjing. The result suggest that the main reasons for the initial car purchase are family income increase but not short of public transport. Once people acquire a car, they perceive it to be a necessary part of their lifestyle, the car's using level increases substantially and some existing trip transfer from public transport to the car. Public transportation is recognized as an effective way to alleviate congestion. So it is necessary to limit and guide to use car to improvement public transport's share rate.
