瑞典哈默比湖城与无锡中瑞低碳生态城规划设计和管理实施比较

通过对瑞典哈默比湖城与无锡中瑞低碳生态城两个项目的规划建设情况、实施应对措施的比较研究,分别挖掘形成两个项目异同的深层原因,并指出中国可持续城市规划与瑞典的差距以及自身优势,希望对未来中国生态城建设能起到一些启示。通过文献查阅,文件资料搜集,现场勘查和访谈等研究方法,从规划设计方法、政策法规体系、规划组织管理等方面对两个项目进行剖析。最终,指出中国应从以下几个方面促进生态城的建设实施:贯彻面向可持续发展的整合式系统规划方法;完善与可持续城市规划建设相关的国家以及地方法律法规和政策框架体系,加强管理监督手段;制定科学合理、具有可操作的环境控制指标体系和实施方案,跟踪调查、评估反馈现有实施成果;整合式以及自下而上的管理工作方法;提高市民环保意识,转变居民生活方式。

A Comparison of Urban Planning and Management between Hammarby Sj(o|¨)stad and Sino-Sweden Low-Carbon Eco-city in Wuxi

The paper focuses on the comparison of the plan-making and implementation between Hammarby Sjostad and Wuxi Sino-Swedish Low-carbon Eco-City. Based on the similarities and differences between the two projects,the study points out the weakness of China’s eco-city planning practices.The paper adopts methods such as literature review,document analysis,field study and interview and discusses issues related to planning and design methods,legislation and policy frameworks,and planning management and organizations.The paper concludes by proposing the following suggestions for improving urban planning for China’s eco-cities:1) apply the integrative and systematic planning methodology;2) improve the legislation system and policy framework for environmental management and monitoring;3) develop scientific and feasible environmental indicators and use them for conducting following-up researches,evaluations and feedbacks of concerned areas;4) carry out integrative and bottom-up work methods;and 5) promote environmental awareness and lead the change of citizen life styles.
