沁河中游资源型工矿村镇特色化发展与保护初探——以晋城市沁水县嘉峰村压煤搬迁规划实践为例

近年来，随着沁河中游地区煤炭经济的快速发展和旅游产业的兴起，一些资源型工矿村镇的发展建设正面临开发拓展抑或保护协调的双重难题。沁水县嘉峰村作为一个典型的资源型工矿村镇，既有传统村落的保护价值，又有城镇化发展的现实需求。在其压煤搬迁规划实践中，秉持科学发展观，力图从发展定位、规划设计、控制引导三个层面达到聚落保护与村镇开发的双赢目的，实现可持续性特色化发展。

Characteristic Development and Protection of Resource-based Mining Towns in the Middle Qin River： An Planning Example of the Jiafeng Village of the Qinshui County,Jincheng City

In recent years, with the rapid development of economy and the rise of the tourism industry in middle Qin river area, some resource-based mining towns are in a dilemma in whether to expand or to protect. As a typical resource-based mining town, Jiafeng village has the real both needs of the urbanization development and protection. In its coal relocation planning practice, we uphold the concept of the scientific development, we wish to achieve a win-win situation in three levels such as development orientation, planning design, controllable guidance to realize the sustainable development.
