| Abstract: | Currently,immediate plan has problems of disconnection of planning orientation with investment as well as disconnection of planning control with urban development. Action plan,which is dynamic,demand-oriented,and urban comprehensive benefit maximization targeted,shall be introduced to integrate immediate plan. |
