环境影响评价约束下的城市总体规划编制应对

<中华人民共和国环境影响评价法>的颁布实施,要求对我国的城市总体规划编制工作进行相应的调整.在编制程序上,规划编制单位应从规划伊始便对方案进行环境影响的自我评价;在编制方法上,应以环境约束为基本出发点,以环境保护为基本原则,以环境法规作为规划成果的基本评价标准;在编制内容上,应加强对规划实施区域的环境影响分析,深化环境影响程度对城市规划区的空间利用引导,构建可持续的资源利用设施体系.

The Counter Measures of Urban Master Plan for Environmental Impact Assessment for Planning

The promulgation and implementation of the Law of the People's Republic of China on Environmental Impact Assessment (EIA) has required that related adjustment be made to the working out of the urban master plan in China. Firstly, the planning institute should perform an environmental impact assessment by itself on the plan from the beginning of the planning in terms of planning procedure. Secondly, the planning institute should, in terms of planning method, take the environmen- tal restriction as the basis stand and environmental protection law as the basic principle as well as the planning results as the basic standard for the assessment. Thirdly, the planning institute should, in terms of the planning content, enhance the analysis of environmental impact, deepen the land-use guidance and constitute the sustainable facility utilization system within the implementation area.
