疆电与河西风电外送对西北电网网损影响

摘    要:新疆与西北750 kV联网工程、甘肃千万kW级风电一期外送工程建成投运以及直流外送能力的大幅提升,对西北电网跨区跨省交易网损分摊机制提出了新的要求。对国内外电力市场及西北电网的网损分摊机制进行了归纳研究;计算分析了新疆电力外送及河西风电大规模上网对西北电网网损的影响;定义了交易功率的额外平均网损系数,验证了此系数应用于转运网损分摊的合理性;对西北电网网损管理在疆电与河西风电外送情况下面临的新问题提出了有益的补充办法。

Influence of Xinjiang Electricity and Hexi Corridor Wind Power Delivery on Northwest Grid's Loss

Abstract:With Xinjiang-Northwest 750 kV Grid Intercon-nection Project and the first phase of the 10 GW Jiuquan Wind Power Base completed and the power transmission capacity substantially increased by DC lines, there will be new challenges as well as requirements for the loss allocation mechanism for trans-regional and trans-provincial power trades within the northwest grid. This paper inductively studies the loss allocation mechanisms in the domestic and international power market, especially those in the northwest grid. It also explores the effects of the large-sized power transmission from Xinjiang and interconnection of a huge amount of wind power from Jiuquan Base on the loss of the northwest power grid, defines the extra average grid loss coefficient for power trade, and then verifies the rationality of applying this coefficient in the operating loss allocation. Meaningful supplementary measures are also proposed for the new situations in the power market.
