摘    要:针对新密市取用水特点及水资源利用现状,基于人水和谐理念和最严格水资源管理制度,构建了新密市用水总量控制指标体系,利用和谐度公式确定了相应的用水总量控制指标值,并提出了一套以行政—经济—技术—工程为框架的用水总量控制保障措施体系,为缓解新密市水资源供需矛盾、建立节水型城市提供了参考。

Abstract:Given the characteristics of water withdrawal and the status quo of water resources utilization of Xinmi City, based on the concept of human-water harmony and the strictest water resources management system, this paper established a index system of total water consumption control of Xinmi. And then the harmony degree formula was used to determine the orresponding values of total water consumption control index. Finally, it proposed a set of safeguard measures system for total water consumption control in the framework of administration, economy, technique and engineering, which provided a reference for easing contradiction between water supply and demand in Xinmi and the establishment of water-saving city.
