全国水利信息化“十三五”建设构想与关键技术

"十三五"是推进水利现代化进程、提升水安全保障能力的重要时期,根据国家信息化战略和治水方略的重大调整,以及水利深化改革对水利信息化提出的要求,有必要结合最新信息技术发展特点,重新梳理和规划信息化建设中的技术体系和策略。分析信息化发展过程与信息能力提升之间的关系,明确当前水利信息化正处于以提升信息能力为核心的水利信息化建设内涵,基于信息能力视角,论述以信息化资源管理与服务为中心内容的"十三五"水利信息化建设体系和技术构想,并对建设重点和实施的关键技术进行阐述说明。

Some Conceptions and Key Technologies about Water ResourcesInformatization during 13thFive Year

13thFive Year is one important stage to push forward water modernization process and promote water safety control, so it is necessary to analyze and recognize the technology system and strategy based on new information technology and new policy such as information strategy of China, water control policy and water further reformation. This paper analyzes the relationship between information developing process and information capability, and obtains the meaning of water information in the current emergency is the improvement of the information capability. It also states the informatization resource management with its service is the key problem to consider during 13th Five Year, and gives some suggestions on how to construct and how to implement about the important parts in detail.
