| Abstract: | This paper distinguishes two fundamental assumptions associated with the development of information systems: organizational requirements assumption and information requirements assumption. We analyze the organizational role of information systems, further propose the three views towards organizational requirements analysis underlying the development of information systems: a technical view, a social-technical view and a social view, and emphasize the importance of these views in theoretical research and in practical implementation of information systems. |
