人机交互式BPR方法在电子政务中的应用

摘    要:应用基于活动-组织流程图的人机交互式的BPR方法,对电子政务中的一个项目审批过程进行业务重构。运用计算机技术,利用图的邻接矩阵和可达矩阵,方便快捷地找出业务流程中的不合理部分,由决策者综合考虑各方面因素,确定业务流程中需要合并、删除或增添的活动,进行重组。运用这种方法来处理电子政务中的项目审批过程,在某地区部分职能管理中取得很好的效果。

Abstract:Based on activity-section flow chart,a human-computer interactive BPR approach is used to the process reengineering of a project review and approval procedure in electronic government administration.The adjective matrices and reachable matrices of chart are used with computer technology to find out unreasonable sectors in business process quickly and conveniently.Then human decision-maker takes all kinds of factors into consideration and selects activities which need to merge,delete or redound in business process.The approach is applied to a BPR of project review and approval procedure in electronic government administration.The applications to some practical project administration have shown the efficiency of the proposed approach.
