| 摘 要： | 介绍了最大最复杂的北美电力系统在全面引入电力市场机制后所出现的新变化和新问题：将工业与商业合并在一起而形成的新型工商业电力系统；对于系统可靠性和安全性的担心增大；除了几次停电事故外，又发生了电价冲击的市场事故。章介绍了市场事故的现象、起因和后果等，希望对我国电力市场的发展有所启示。

| Abstract: | The new changes and problems in the largest and most complex North American power system, after its all-round deregulation introducing market principles into practice,are presented and analyzed. The new type of industrial & commercial power system has formed by inseparably merging and integrating its industrial and commercial business together; the concern over system reliability and security has magnified. Besides several power outages the market accidents of price spike also have happened, and their phenomena, causes and consequences are also introduced in this article for reference. |
