摘    要:风电具有启动功率小、启动速度快的特点,安全、稳定地利用风电将有效加快电力系统恢复进程。考虑系统调频能力和机组爬坡能力约束,提出基于机会约束规划模型的风电参与黑启动最佳接入量评估方法,并对风电接入时机进行评估。为了有效发挥风电的作用,提出考虑风电参与黑启动方案的优化方法,对风电接入和负荷恢复进行分时步协调优化,制定出风电参与的最优黑启动方案。以含风电的IEEE 39节点系统为算例验证所提方法的可行性和有效性。

Abstract:Wind power has the characteristics of small start-up power and fast start-up speed, and the safe and stable use of wind power will effectively accelerate the restoration process of power system. Considering system frequency regulation ability and unit climbing ability constraints, an estimation method of optimal wind power integration capacity in black start is proposed based on the opportunity constrained programming model, and the integration time of wind power is assessed. In order to effectively make use of wind power, an optimization method of black start scheme considering wind power participation is proposed, the wind power integration and load restoration are coordinately optimized by time step, and the optimal black start scheme with wind power participation is formulated. IEEE 39-bus system with wind power is taken as an example to verify the feasibility and effectiveness of the proposed method.
