摘    要:根据国内外先进电力市场的建设经验,一个高水平运作的电力市场离不开市场数据体系建设的强力支持。电力市场的数据是相互交织、相互影响且不断迭代的,因此其数据互联场景复杂而又交叉。本文从交易中心的服务视角出发,对其进行基于多场景互联的电力市场运行状态评价指标体系的设计。首先,从结构完备性、科学性、针对性、颗粒度以及易操作性五方面分析了国外电力市场运行指标体系的借鉴意义。其次,调研分析了电力交易中心相关方指标需求,基于服务的视角,确定电力市场指标体系设计的四个主要目标。为达成目标,提出电力市场指标体系的5点设计原则。最后根据已经细化的数据指标体系建立包括能源经济、电力系统运行、电力交易、电力市场管理、交易中心管理五大类指标的整体框架。此外,本文提出加入调控云资源管控,在紧急时间里可以得到自动化支撑,满足规范。本文研究建立电力市场的数据指标体系,可服务于电力市场建设。

Abstract:At present, according to the construction experience of advanced power market at home and abroad, a high-level operation of the power market is inseparable from the strong support of market data system construction. The data of power market are intertwined, influenced and iterated, so the scenario of data interconnection is complex and cross. Therefore, this paper takes Zhejiang power market as the research object and designs the power market operation index system based on multi scenario interconnection. First of all, the reference significance of foreign power market operation index system is analyzed from the aspects of structural completeness, scientificity, pertinence, granularity and ease of operation. Secondly, the research analyzes the index demand of related parties of electric power trading center of a certain province, and obtains four main goals of index system design of electric power market. In order to achieve the goal, five design principles of electric power market index system are put forward. Finally, according to the detailed data index system, the overall framework is established, which includes energy economy, power system operation, power trading, power market management and trading center management. In addition, this paper proposes to add the regulation and control of cloud resources, which can get automatic support in emergency time and meet the requirements. This paper studies and establishes the data index system of electric power market, which can serve the construction of electric power market.
