互联电网中区域调频责任及其分配方式

摘    要:鉴于目前互联电网不能保证公平分配区域一、二次调频责任,提出一种更加合理的区域调频责任分配方式。该方式结合国内频率偏差系数设定方法,以保证频率质量和公平分配区域调频责任为目标,通过合理确定系统总的频率偏差系数及公平分配各区的频率偏差系数,实现自上而下地对各控制区安排一个更加合理和理想的二次调频特性。同时,为规范和改善区域一次调频能力,要求各区一次调频能力应达到该区被指定的二次调频责任,进而实现区域一、二次调频责任的公平分配。由此频率偏差系数被赋予了一个新功能:通过合理整定各区频率偏差系数,使得频率偏差系数不仅能够规范和约束区域的二次调频特性,同时可成为引导和改善区域一次调频能力达到目标要求的指挥棒。

Abstract:Owing to the fact that the current interconnected power system is incapable of fairly distributing area primary and secondary frequency regulation obligation,a more rational distribution mode of area frequency regulation obligation is presented.In order to guarantee frequency quality and a fair distribution of area frequency regulation obligation,the mode first rationally determines the total system frequency bias coefficient,and then fairly distributes each area's frequency bias coefficient.So it can arrange a more rational and desirable secondary frequency regulation characteristic for each area from top to bottom.Meanwhile,in order to improve the area primary frequency control ability,each area's primary frequency control ability is required to achieve the area's designated secondary frequency regulation obligation to enable it to realize fair distribution of area primary and secondary frequency regulation obligation.Hence the frequency bias coefficient is endued with a new function,that is,by rationally setting the area's frequency bias coefficient,not only will the frequency bias coefficient restrict the area secondary frequency regulation characteristics,but also it will become a baton for directing and improving the area primary frequency control ability to meet the requirements of the objective.
