摘    要:电网广域保护控制系统能有效地利用广域信息以应对由自然灾害等原因引发的电网设备故障造成的威胁,但其对通信系统的依赖较强。文中以电网广域监测分析保护控制(WARMAP)系统为例,提出了研究通信系统中断故障对电网广域保护控制系统影响的方法。根据电网广域保护控制系统的结构,定性分析通信中断对其的影响;基于风险量化指标提出辨识电网广域保护控制系统关键链路的方法,并进一步提出广域保护控制系统的电力—通信组合预想故障的生成方法。最后以某省级电网的广域安全稳定实时预警及协调防御系统为例,验证了上述方法的有效性,并就电力通信系统如何配置提出了若干建议。

Abstract:The power system wide area protection and control system uses wide area information to effectively deal with the threat of power grid failures caused by natural disasters or other factors. But this function of the system relies heavily on the reliability of the communication system. With the grid wide area monitoring analysis protection control (WARMAP) system as an example, a method is proposed to study the impact of communication system interruption on the wide area protection and control system. First, the impact of communication interruption on the analysis and control functions of the wide area protection and control system is qualitatively analyzed. Then, the risk index based method is proposed to identify the important communication links for the wide area protection and control system. Also based on the risk index, a method for generating the power-communication combined contingency is presented. The effectiveness of the proposed method is verified by a case study using an actual example of a provincial level WARMAP system. A number of recommendations on how to improve the reliability of communication network of the wide area protection and control system are finally provided.
