摘    要:中国是当今世界大气污染最严重的国家之一。大气污染治理是中国建设生态文明、实现绿色发展的迫切要求。电力行业是重要的减排控制源,缓解电力行业导致的大气污染具有重要的战略意义和现实意义。然而,传统电力系统调度运行往往没有充分考虑环境因素的影响,以及电力系统运行中产生的污染物排放对于环境的影响。为此,文中提出与环境协同的电力系统调度运行(简称环境协同调度),从环境协同的污染物排放控制和环境敏感的可再生能源消纳两个方面提炼了环境协同调度的内涵,综述了国内外相关研究进展,总结了中国已开展的环境协同调度工作实践,构建了环境协同调度研究思路,展望了环境协同调度领域的主要研究方向。

Abstract:China is one of the most air-polluted countries in the world. Air pollution control is a requirement for China to build ecological civilization and to realize green development. The power sector is one of the main sources for emission reduction. It is important strategically and practically to mitigate the air pollution from the power sector. Traditionally, power system operation has failed to consider the impact of environmental issues, nor is the impact from power system emissions on the atmosphere environment. This paper proposes dispatching and operation of power system towards environmental dispatch(or environmental synergy dispatch). Two connotations of environmental dispatch are proposed: emission control considering environmental synergy and weather-sensitive energy consumption. Previous work on environmental synergy dispatch is reviewed. Practice related to environmental synergy dispatch in China is summarized. A research framework on environmental synergy dispatch is established. Main research prospects of environmental synergy dispatch are discussed.
