摘    要:目前风电外送与接入是电网企业与风电开发企业矛盾比较集中的焦点问题.我国风电场主要分布在距负荷中心较远的地区,电网结构相对薄弱,电网建设对风电开发存在一定的制约.在我国西北、华北以及东北(尤其是内蒙古东部地区)风电基地集中地区,风电发出的电力无法正常并网,已经成为未来风电发展所面临的最大问题.针对这一难题,以电网运行管理者的视角,从风电侧和电网侧两个方面,对风电并网问题进行了深入研究,找出其中的难点,并作进一步分析.在国外相关实际做法的基础上,对发电侧、负荷侧以及并网风电管理等方面,提出了提高发电机组调峰能力、适当建设快速调节机组、实施峰谷电价等旨在促进我国风电健康有序发展的实用化建议.

Abstract:Presently,the obvious contradiction between power grid company and wind power company generally focuses on integration and delivery of the wind power.As most wind farms in our country are constructed in the district far away from the load centre,construction based on the weak power grids in some extent restricts the development of wind power.Wind power centres mostly locate in the northwest,north,northeast(especially the east of Inner Mongolia) of our country,and the power generated from these wind power centres can not be connected to the grid effectively,which has become the most serious problem on the future development of wind power.In this paper,thorough researches on the grid-connection of wind power are made respectively at the both sides of wind-farm and power grid from the perspective of grid managers.Difficulties in such grid-connection is found out and analysed further,and practical suggests based on the abroad parctice are proposed in respect of power supply,load and wind power management,such as improving the modulating capacity of generators at the peak load,increasing fast-modulating generators appropriately,charging differently at different time and so on,which contribute to the scientific development of wind power.
