摘    要:中国电力调度长期采用高度集中的调度模式,保障了电力系统安全,但一定程度上影响了节能发电调度的开展。提出发电企业自主调度的概念,在调度计划的形成过程中,在保证系统安全的情况下,赋予发电企业一定自主权。提出了将集中调度与发电企业自主调度相协调的节能调度体系。在初始计划的形成中,调度机构给出一定的框架性约束,允许发电企业在框架性约束范围内,自拟发电计划;经调度机构综合、校核和修订后,形成初始可行的发电计划;发电计划形成后,允许发电企业根据实际情况,适当调整,并经安全校核后完成修订,以实现节能减排的目标。
