实行营业配电分开管理,推进管理手段创新

随着电力体制改革工作的不断深化，供电企业只有创新管理，改革营销工作管理体制实行营业和配电工作分开管理，实现全面质量管理和控制，才能促进供电工作健康发展。分析了营配合一管理存在的问题，提出了营配分离的基本原则和应注意解决的问题，总结了黑河电业局实行营配分离体制改革取得的成果。

Separation of business management from distribution of power to promote innovation of management system

As the electric power system reform goes further,the power supply enterprises can promote the healthy development of power supply only by innovating their managements,reforming their marketing efforts and management systems,managing business and distribution of power separately,and implementing total quality management and control.The existing problems with the management lumped with both business and distribution of power are analysed,basic principles and points merting attention are suggested for separation of business management from distribution of power,and the achievements of Heihe Electric Power Bureau in separating business management from distribution of power are summarized.
