| 摘 要： | 发电企业上网价格形成需要考虑固定成本、变动成本、合同内发电收入、市场竞争发电收入、热备用收入、冷备用收入等因素,为此,构建了煤炭价格与发电价格之间的数量关系模型以及各因素的计算方法,并在此基础上形成了煤碳价格与发电企业合同价格的联动平衡关系模型.通过联动平衡关系模型,可以建立煤电价格联动运行机制,解决我国目前煤炭价格上涨导致发电企业亏损的问题,为政策制定者提供的参考.
