摘    要:基于“分层、分区、就地控制”系统方案,构建了一种多层次的广域智能保护与控制系统。提出了基于协调世界时的时间同步方法和同步相量测量技术,实现了区域内各站间信息的精准时间同步和实时交互。提出的广域电流差动保护和综合方向保护相结合的保护方法、广域自适应备用电源自动投切技术和智能集合式站域保护,实现了区域电网多端多元件的故障智能判断、系统决策及电网的自愈控制。在贵州都匀和六盘水两个区域电网的成功应用,证明了所研发系统的实用性和可靠性。

Abstract:Based on the "hierarchical, zoning, local control" system architecture, a multi-level wide-area intelligent protection and control system is constructed. Through the time synchronization method based on universal time coordinated and the synchronous phasor measurement technology, the precise time synchronization and real-time interaction of the information between the different substations in a region are realized. The protection method of wide-area current differential protection combined with comprehensive directional protection, wide-area adaptive backup automatic switchover technology and intelligent substation area protection technology are proposed. This system can realize the intelligent fault judgment, system decision and self-healing control of a regional power network. The successful application of two regional power grids in Duyun and Liupanshui of Guizhou province proves the practicality and reliability of the system.
