电气误操作事故人因因素分析与控制

摘    要:在电力生产过程中,由于人员原因导致的电气误操作事故频发不断;在某电网公司近年100起电气误操作事故的基础上,运用现代事故成因理论对100起电气误操作事故人因失误因素进行了数据统计和分析;通过分类统计找出导致电气误操作事故中人因失误的3个主要因素:认知和技能因素、生理/心理/性格因素、环境因素;对3个主要因素中各子因素与电气误操作事故的关联性进行分析。希望在电网安全管理工作中加强对误操作事故的人因因素认识和重视;采取有效措施,不断提高电网的安全管理水平。

Abstract:During the production process of the electric power generation enterprises, human-made electric operation error accidents frequently happened. Basing on the data of 100 electric operation error accidents happened in a power grid,modern theory of accident causes was used to analyze the faults of human action. Through categories statistics, three influential factors were pointed out, viz. knowledge and skill factor, physical/mental/personality factor, environment factor. The relationship between the sub-factors and electric operation error accidents was also analyzed to make people know and recognize the human factors. Effective measures should continuously be adopted to improve the safety management level of power grid.
