摘    要:长期以来, 我国电力发展方式以分省就地平衡为主。这种发展方式带来资源浪费、环境恶化、运输紧张等诸多问题, 已经难以为继, 迫切需要优化能源输送方式。实行输电输煤并举、优先发展输电是优化能源输送方式的战略选择。推进特高压输电对于改善我国能源结构、优化电力布局、缓解中东部环境压力、促进区域经济协调发展等方面具有难以替代的作用。采用输煤输电相互补充、合理分工的能源输送方式, 将有利于全面提高中东部地区能源供应的安全保障程度, 优化利用全国环境资源, 提高资源的综合利用率, 有利于促进能源与经济、环境和社会的可持续协调发展。6

Abstract:The development mode of power industry in China has mainly depended on regional balance for a long time, which resulted in many problems such as resources wasting, environment deterioration and transportation tension etc. It is urgent to optimize the mode of energy transportation. The strategic choice for energy transportation optimization is placing equal stress on power transmission and coal transportation, but taking priority to power transmission. It is irreplaceable for advancing UHV power transmission to improve the energy structure, optimize the power distribution, alleviate the environment press in mid-eastern China and promote the harmonic development of regional economy. Such energy transportation mode can improve the security of energy supply in mid-eastern China, optimize the utilization of environment resources, raise the comprehensive utilization rate of resources, and promote the sustainable development of energy, economy, environment and society in harmony.
