摘    要:"机动车身份自动检测系统"(专利号ZL200710166583.5)基于射频识别(RFID)技术、图像识别技术、大型数据库技术等,在准确、快速、高效、自动的前提下,对机动车的真实身份进行识别,从而发现与机动车真实身份不符或相关的违法行为(包括假牌、套牌、涂改车牌、不进行年检、报废车辆等,或逃避购置税、车船使用税、保险费、运营车辆管理费及发现"黄标车"等)。在稽查方式上,由原来逢车必查的模式转变成针对问题车辆的稽查模式。本系统可以大幅提高我国公安、交通管理的水平,加强社会防控体系和维稳防恐体系的建设,促进减排,提高交通和社会安全,实现社会管理创新。

Abstract:“Automatic detection system for vehicle identity” (national patent ZL200710166583.5), is basedon radio frequency identification (RFID) technology, image recognition technology, large-scale databasetechnology. In an accurate, fast, efficient, automated premise, the automatic detecting system identify the trueidentity of a motor vehicle, and find inconsistence with the true identity of the motor vehicle ( including fake cards,decks, altered license plate, without inspection, scrap vehicles, etc.), or find other identity-related violations(including escape purchase tax, travel tax, insurance, management fees and operating vehicles management feesand “yellow car”, etc.). On the inspection mode, the original “must check every car” model is changed into“problematic vehicle check” inspection mode. This system can greatly improve public security, the level of trafficmanagement; strengthen the construction of terrorism prevention and control system and stability maintenancesystem. And it could also greatly reduce vehicle exhaust discharge to improve transportation and social securityand achieve social management innovation.
