摘    要:通过分析动态水权的基本特点、水市场参与者利益组成,运用博弈理论建立水市场参与者效益模型,并运用遗传算法实现了模型优化求解,探讨动态因素影响下水市场参与者及区域的效益最优问题.经实例验证,枯水期靖边县、米脂县成为用水户,榆阳区、横山县、绥德县为转让户,转让户产生最大效益为12.3万元,而用水户及时弥补了自身用水的不足,产生效益为10.1万元,区域总的效益达到22.4万元.该模型能实现动态因素影响下的转让户、用水户及其区域内社会总效益的最大化,为实现区域水资源的优化配置提供了重要方法.

Abstract:The optimal benefit of water market participants and region under the influence of dynamic factors was discussed.The benefit model was established by analyzing the characteristics of the dynamics water rights and benefit component in the region,moreover,the model was solved optimally by genetic algorithm,the example shows,in the low-flow period,Jing-bian and Mi-zhi become users,Yu-yang,Heng-shan and Sui-de became transfer.The transfer realized optimal benefit about 123,000 yuan,at the same time,the users offset the shortage of water timely,producing benefits about 101,000 yuan.The total benefit in the region reached 224,000 yuan.The model could achieved optimal benefit of supplier,user,and the region under the dynamic factors,it provided an important theoretical method to achieve the optimal allocation of regional water resources.
