发展循环经济我国面临的“瓶颈”及突破

适应可持续发展需要的循环经济将成为世界发展模式的主要潮流。我国发展循环经济受到社会观点、政策、法律、资本、科技创新、市场等诸多因素的制约。其中决定循环经济发展水平和层次的绿色科技创新成为我国发展循环经济的"瓶颈"。为突破这一"瓶颈"提出了如下建议:确立企业在绿色科技创新活动中的主体地位;充分发挥市场机制在自主创新活动中配置资源的作用;组建绿色科技创新联盟强化我国企业在国际标准制定中的话语权;发挥政府在自主创新活动中的引导作用;进一步改善绿色科技创新活动的外部环境。

"The Bottleneck" of the Recycle Economy Development and Its Breakthrough in China

The recycle economy which adapts to the needs of sustainable development will become the main model of world development.The development of recycle economy in China is restricted by many factors as follows： the social viewpoint,the policy,the law,the capital,the science and technical innovation and the market.Green science and technical innovation which decides recycle economic development level have become ＂the bottleneck＂.This article proposes suggestions to overcome this ＂the bottleneck＂： 1）Establishing the dominant position of the enterprises in the green technology innovation;2）Fulfilling the role of the allocation of resources of market mechanism in the innovation activities;3） Strengthening Chinese enterprise discourse rights in international standard-setting with Green Technology Innovation Alliance;4）Strengthening the guiding role of government in innovation activities;5） Improving green technology innovation in the external environment.
