| 摘 要： | 西安市自1998年建立居民最低生活保障制度以来,先后四次提高低保标准。本文分四个层次对西安市低保标准进行了一个简单的测算,得出目前西安市低保标准标准过低的结论,认为西安市居民低保标准应合理定位在温饱线上或第二层次与第三层次之间,以保证制度的合理性和有效性。

| Abstract: | The urban minimum living security system of Xi'an has been officially launched in 1998.It has four times raised the standard of minimum living.This paper gives us a simple calculation on minimum living standard of Xi'an in four levels.We can draw a conclusion that the standard is too low,and the minimum living standard of Xi'an should be in a reasonable position which is a clothing line or between the second and third levels,so that it can ensure the minimum living security system to be reasonable and effective. |
