社会转型期背景下地方政府行为负外部性研究

外部性又称溢出效应，是指一个经济主体的行为对另一个经济主体的福利所产生的效应，而这种效应并没有通过货币或市场交易反映出来。负外部性即引起他人效用的降低或成本的增加。通过对政府行为负外部性的分析认为，在社会转型时期，地方政府应加强政府间合作，改变其传统的执政理念，完善公共决策机制使得地方政府行为负外部性向正外部性转变，以实现经济与社会文化生活的协调可持续发展。

Negative Externalities of Local Government Behavior in the Context of Social Transition

Externality, also called external effects or spillover effects, is the effect of a behavior of e-conomic agents on the welfare of other economic entities, and this effect is not reflected by the currency or market transactions. Negative externality is a phenomenon caused by the reduction of utility of others or increment of the cost. In the context of the social transition period, local governments should strengthen inter-governmental cooperation, change the traditional concept of governance, improve the public decision-making mechanism by negative external analysis of government behavior to enable the externalities of local government action shift from negative externality to positive externality, in order to achieve the sustainable development of economy and social and cultural life.
