农村消费与经济增长:基于初次分配公平视角

农村消费疲软已成为制约我国经济持续健康发展的突出问题,通过对初次分配的公平性考察发现,我国长期以来城乡初次分配严重不公,剥夺了农民应有的权益,导致农民福利水平十分低下,制约了农村消费与经济增长。因此,要扩大农村消费,保持经济持续健康增长,需要调整国民收入分配政策取向,使初次分配充分体现公平,让农民共享经济发展的成果,使农民的福利状况从根本上得到改变,增强农民的消费能力。

A Survey of Rural Consumption and Economic Growth from the Perspective of Fair Primary Distribution

Nowadays,the inadequacy of the rural consumption has become an outstanding problem.An investigation about fairness of primary distribution shows that the primary distribution between city and rural areas has been seriously unfair for a long time,which deprives peasants of rights,lowers peasants’welfare level and has become one of the major restrictive factors for rural consumption.Therefore,to enlarge rural consumption,maintain fast yet steady economic growth,we should take actions to adjust policy-orientation of the distribution of national income,repair deficiencies in designing policy,embody the fair in primary distribution and fully,from which all the peasants can benefit from the economic gains,improve their welfare situation fundamentally and strengthen their consumption confidence and consumption capacity.
