| 摘 要： | 舆情的发展过程分为起始、扩散和整合三个不同阶段。在这三个阶段中,舆情的状态彼此不同。舆情的表现形式又分为社会思潮、社会民谣和社会谣言三种。舆情的运行有着自己独特的规律,这是进行舆情管理的认识基础和客观基础。

| Abstract: | There are three stages in the development of public opinion, i.e. the starting point, the spreading period and the integrating stage. In these three stages, the state of public opinion is different from each other. Its modes of expression fall into three categories: ethos, ballads and rumors. Its unique laws of motion lay a cognitive and objective foundation for the management of public opinion. |
